I am directed by the Secretary of State for Foreign Affairs to acknowledge the receipt of your letter 55291/1917 of November 15th in regard
suggested use of Hongkong as a base of operations
for Japanese fishemen.
Mr. Balfour concurs in the terms of the proposed
reply and would only suggest that it might be better to
substitute "local fishermen" for "local Chinese "
in stating the objection to Japanese competition.
